Hotmail message saying after sep 1st no more

I keep gettin these email from windows live or hotmail
saying after sep 1st something will change after that date with hotmail
My question I dont use outlook express, I just use hotmail on their site to acess my email
or windows live, not sure why I keep gettin this email cause I dont use outlook express
Will I be able to use the hotmail site to access my email after sep 1st?
Was this email generated to everyone ?

Hotmail message

I just-yesterday-the same message, but I don't use Hotmail, I've been using Windows Live Mail until that stopped working. Also can't open IE
so have been using Opera as a browser.
Am running Windows XP and granted my computer is about 5 years old, but just wasn't ready for a new computer yet.

The message is coming from hotmail saying people who use outlook
express will be some changes
that is what email said
im confused what your asking

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
