You sure?

If a page is 'fixed width' then the horizontal scroll bar will only display if the page width is greater than the size of the display.

For example, this CNET Forum page I am on now has no horizontal bar. The display is in my Firefox browser which is "Maximised" to full screen.

However if I click the "Restore Down" button at top right corner of the browser window, the display window reduces in size. If I then drag left or right to reduce the width of the window even further, the horizontal bar eventually appears.

How does your display look?

Answer
For Word that's a view that does that.

Since there are now a dozen versions of Word, I may not know your version but here it's under the View menu with 4 different views.
