Hooking Up Logitech MX3200 wireless desktop

I have a question about hooking up a wireless keyboard. In the instructions, they say to first turn on the computer then to put the USB stand into the USB port. My question is, can the stand be plugged into the USB port while the computer is booting up or should I wait until the computer is completely booted up to do this? I will have my wired keyboard and mouse disconnected while the computer is booting so I don't want the computer to act all strange because it does not see a keyboard or mouse. I am using Windows XP Professional edition. Thanks for any info.
