Actually hs said no such thing. What he did say was "The assessment is that they have the capability to do that, yes ma'am." Her questioning in committee of various Intelligence personnel indicates that she does have the ability to differentiate between "assessment" and "without a doubt".

Put simply it means that IF they can arm and send an ICBM to the US it has taken them a few years to aquire functionality with the technical info provided them during her and her husband's tenure.

North Korea began nuclear research in 1964, when Kim Il Sung, the father of the current leader, Kim Jong Il, ordered construction of an atomic energy research complex in Yongbyon, 60 miles north of Pyongyang. In the 1970s, North Korea modernized the facility and began work on a second reactor nearby.

In the 1980s, North Korea accelerated its efforts to produce plutonium fuel for nuclear weapons from these facilities. International concern began to focus on North Korea's nuclear ambitions, and in 1985 North Korea, under pressure, signed the nuclear Non-Proliferation Treaty (NPT). North Korea completed the second reactor around 1987. It has a capacity of about five electrical megawatts, allowing annual production of seven kilograms of plutonium ? enough for one or two nuclear weapons. In the mid-1990s, North Korea began building two larger reactors with respective power of 50 and 200 electrical megawatts. When the Agreed Framework shut down these plants, they stood about two years from completion. Satellite photographs taken in 1990 indicate North Korea has constructed a structure at Yongbyon used to separate plutonium from nuclear fuel ? a critical stage in weaponizing plutonium.

As part of the new policy, President Clinton lifted some economic sanctions against North Korea, and in response Pyongyang announced it would "not launch a missile"--the Taepo **** 2--during talks with the United States. "Pledges are important," said State Department spokesman James B. Foley of the North Korean testing moratorium. "Actions are equally or even more important, but I am not aware that we have reason to disbelieve the pledge."

Within days of making the announcement, however, North Korea's official Korean Central News Agency made clear that the testing moratorium would not stop the weapons buildup. "The DPRK has built up its defense power very expensively," the agency said. "The Korean people have strengthened the defense capabilities to the maximum [by] fastening their belts."

Indeed, widespread famine has killed thousands in North Korea. In 1996, North Korean leader Kim Jong Il called for a crackdown on cannibalism after three cases were reported, one US intelligence report said.

"There is reason to be concerned about North Korea today," Gilman said. "The threat to US interests continues and is in fact spreading into less conventional areas. The DPRK has deployed three new types of missiles since 1993--the newest capable of striking our nation. This is a clear and present danger to our national security and allows North Korea to create a balance of terror in northeast Asia."


That should be adequate proof for even you Josh that HRC isn't being honest to her constituents nor the rest of the country either with her comments. While Clinton may not have informed her while she was "just his wife", remaining uninformed as a member of the Senate Committee on Armed Services is too much for anyone to believe.

In the early 1990s, North Korea's progress in missile and plutonium development led to an international diplomatic push to control their weapons technology....(btw this was under the Clinton watch.)

In fact, for six years, the Clinton Administration tirelessly "engaged" and appeased North Korea in the hope that the rogue regime would finally, actually eschew nuclear weapons. The failure of the Pritchard strategy was unmistakable when the so-called "Agreed Framework" was effectively eviscerated by the North's admission last year that it possessed nuclear weapons.

If then Pres. Clinton was not tirelessly "engaged" in appeasement --- we might not be facing this problem in North Korea today.

... anyone said "solely". But he WAS in office for the 8 years in which Korea "cheated" (according to Madelaine Albright, BTW). Also for eight years of technology give-aways to the Chinese, not to mention presiding over the build up and emboldening of AlQuaeda. Sad

which President paid the Koreans (with my tax dollars) for not developing nuclear weapons, the took the sensors out, he kept paying anyway, they admitted they broke the treaty during his eight years, it's a matter of record.

One hint, his initials are WJC and everyone with a brain hated him.


If I was a Democrat and she talked down to me like that, I'd become a Republican.
