high end PC, sudden drop in fps and performance for all game

my specs are as follows,
windows 7 X64
Intel core I7 -4790k @4.00GHz.
Z97A SLI Krait Edition (mobo)
X2 GTX 980 SLI
16 GB Ram

just a few days ago i was able to run any game at 60+ fps at max settings, and in 4k. But now on any game i frequently play at the lowest settings im not getting above 20 fps. is there anything that would suddenly cause that? none of my parts are much more than a year old, any help is appreciated.

so far i have cleaned dust, inspected various parts for signs of damage.
ran malware and virus scans, 0 threats detected
checked temps of cpu and gpu under load, its running between 40-50C
i have ran CHKDSK no errors found.

Always try system restore to when it worked.

Never update drivers when it's that tuned in.

Simple things like plugging in some USB drive can kill performance.

i have tried system restore to no avail
no software or driver updates were installed to my knowledge
the only change i made hardware wise was installing an ssd, but that was installed after the issue occurred

hey guys, i figured out my problem. i noticed my CPU was getting pretty hot under load so i removed my cooling fan and i actually discovered my thermal paste had somehow collected a bunch of dirt and dust and my CPU was heat throttling my graphics cards. i picked up a new fan and reapplied some clean thermal paste and it is now working as it used to. i appreciate all the responses.
