Bluetooth should be on and active in this Windows tablet from the get go.
Reading http://downloadcenter.samsung.com/content/UM/201412/20141209165621130/Win8_Manual_ENG.pdf I see notes about pairing Bluetooth devices so my bet here is they don't duplicate a Windows 8 user manual but only cover what Samsung altered.
-> I hear a lot of folk are not happy with that approach. Since this is a Windows 8 OS, it should be in control panel, but put the word BLUE (I tried it) and see the topics it shows.
