Hi bcdecimator and welcome.

To tell you the truth I don't know how to create a forum either, but the small research I have done suggests the very first step is that you must have is your own web site. Then, the webhost must have MySql and PhP. The you need some sort of forum software like PHPBB or PHPBB2.

I'm sure others here will know much more, but have you Googled, How to create a forum? There seems to be many articles available.

This CNET site uses Jive software for its forums, but I suspect that may be expensive, http://www.jivesoftware.com/poweredby/
