helping the deaf and blind

To help blind people could we use smart glasses equipped with video lens hooked up to a smart phone to deliver voice to video to tell a blind person what is in front of them at all times like a number on a door to there apartment or a cross walk or the bathroom technology is moving fast. also for the deaf if we could put a phone on speaker and have Cortana or sire take voice to text so a deaf person could read what some one is saying to them using smart glasses would be a plus for them. technology will allow the disabled to live better lives.

It's that Windows 10 would be a sad choice as it autoupdates and more talk your device offline and rebooting.
