First of all, I'd try another monitor, so you can work continually again.
Then we have 2 issues left:
1. The PC always boots into Safe Mode.
2. There's a popup saying that some programs are blocked.
and that's all you tell.
So I'm afraid we'll need more info for effective help.
a. Press f8 repeatedly when Windows loads, so you get into the boot menu. Try all choices (that's a lot of shutdowns, indeed). Which ones work, which ones don't work? What (error) messages do you see?
b. Even in Safe Mode such a box telling about blocked programs is uncommon. So please tell the exact message, including what the blocked programs are.
A friend of mine is having Vista problems. I don't have the computer close to me so I will try to describe the trouble as best I can. When she turns on the computer, she is in her account, but the computer is in safe mode, and there is a pop up that says some of the programs are being blocked. There is about a 30 second time span before the screen goes black. If you turn the screen off and then on again, the screen reappears. It's not shutting down, I think it is just the screen. Anyone understand what this is and how to fix it. I have checked the display settings and such and everything looks normal. I tried running the programs that where being blocked (according to the pop up), but nothing seems to be happening. We have done a disc defragging and a disc cleanup. What else can we try. This is proving very frustrating as we are trying to do this in 30 second increments. Thanks for any help.
