Basically the best way to get traffic to your site is to just simly tell everyone you know about your site. You should also determine who your target audience is - that is who would benefit most from the information on your site and then you go after them. Think of it in terms of a new magazine - how do they spark interest in their magazine - they advertise, market and promote!

Since a lot of website traffic comes from the search engines what you have to do is decide which keywords you want associated with your blog and then work on incorporating those keywords into your site.

Submit a Press Release about your site. Make sure it doesn't sound like an advertisement. Talk about features. Submit it to one the major Press Release agencies and build backlinks. Getting your site indexed by Google is very important but it takes time.

Obviously, the best (free) methods for getting traffic depend somewhat on your website type and goals.

One of the most common methods for driving traffic to your website is search engine optimization or "SEO". SEO's goal is to make sure that your website appears high (ideally on the first page) of the search results for certain search terms on Google, Yahoo, Ask.com and other search engines.

If done correctly, SEO can be very cost effective at driving traffic. The best resource I've found on the subject is the SEOBook.com (not an affiliate just a fan).

If you have an eCommerce website/online store, one great idea is to sell on eBay. eBay has a lot of shoppers looking to buy (180 million+ by last count) right now. Selling on eBay will make you some money but not a lot of profit (too much competition). The real secret is to convince the customers who buy from you on eBay to then become direct customers of your online store (where you'll have higher margins).
