Help with Dell Dimension E520

I had a virus which I was told can only be removed by reformatting the hard drive. I have done that, and re-installed windows but now when I turn the computer on, nothing happens; the fan is going the power light is on and I can hear it working but nothing is displayed on the monitor. I don't even know how to get into the Bios to start it from the CD. Any advise is much appreciated. Thank you.

sorry, i gotta ask, is the monitor plugged in/turned on?

when you insert the operating system in the cd rom and restart the comp, does anything show on the screen?

Yes, the monitor is plugged in but the question needed to be asked. The monitor works when I plug it into my laptop and also, it is like it is in sleeper mode because if I unplug the monitor, I receive the no input message.

When I turn the computer on, nothing is displayed and therefore I can not see the bios to change the setting to boot off the CD.
