Do you have a domain and host?

Aside from the domain, hosts will another small issue. Some hosts don't allow cam sites like you're trying to start. So I would view the link submitted by KenHusveg and then look into getting the proper web host. As for the payment system, I can only really suggest setting up a system through Paypal as I don't really know how cam sites work in terms of payment (I don't go to them)
