As the system you are asking looks to be a custom job, and you have the mandate to use some unknown "large button phone with 3 programmable buttons" I'd budget a hundred thousand to get it working. The developers I work with don't do pro bono which you didn't reveal your budget. This sounds like the button phone may need to go under the knife so to speak to be modified to work with this proposed system. This sounds like an expensive undertaking to me.
My dad when he had such a care schedule didn't need to do more than be at home for the care givers to arrive and do their work. Maybe such has changed over time but I'm a bit taken aback that such a system would be required today. There are a lot of aging folk and care systems out there and not one seemed to offer what you are asking for.

Let me briefly outline the problem I need to solve.
I have a mother who is partially blind, barely mobile, and wears a hearing aid, and a poor short term memory.
I have just agreed a timetable of care with the council and agency involved. It is more complicated than the existing one which she can never follow anyway.
Present equipment.
She has a large button phone with 3 programmable buttons to dial user choice numbers. I need this to be used as tablets, android phones etc cant be used/understood.
I need her to be able to communicate using one of these buttons to something which has time sensitive recorded messages. Thus if she picks up the phone at any time of night or day and presses the button she gets a single time sensitive programmed reply. This reply will usually say " Its now 11.30 am and your next carer is Christine who will be with you between 1.00 clock and 1.30" or " Margaret will be with you around 9.30am. Dont forget she is coming for 3 hours and will be taking you a short walk"
It will need to be programmed remotely from a tablet, or android phone. (or PC as second choice) as I live some 200 miles away. ideally the agency will need access so that they can input carers names.
Any help would be very much appreciated and could make an old lady less confused.
