Help with changing home page

My homepage on internet explorer in WinXP Pro will not stay set - it continually changes to some search engine. The homepage automatically resets itself to res: //mshp.dll/index.html#10213 . Norton AV is installed and all viral updates are current. I've run the viral scan and nothing is found. How can I keep the homepage set to my own choice? Thanks.
