help w/ sbc dsl connection speed

I live in San Jose, Cali, and I have dsl with two computers connected. I have a Sony PCV-RS 420... with Win XP Pro, and is connected w/ built-in network adaptor. My problem is that I am only downloading files at 40kb/s, even when one computer is used. I know friends who have sbc dsl and they download like 150kb/s. I was wondering if there is something wrong w/ my connection or a technical problem... any help would be thankful. I think the problem is that it is where I live in that the connection is slow.

Go here http://www.broadbandreports.com/ On the left side of the screen, click on Tests & Tools. Scroll down to the Tweak Test. Run it. It will look at your settings and recommend any changes. Then download Dr. TCP and make the changes.

My W98SE machine on cable would download at around 1.2 Mb/s. After I did the tweak I run at 4.66 Mb/s.

I'm having the same problem but I'm in southern california. I was downloading at 150 Kbps and am now at between 30 and 40 Kbps. I've run through the tech support route a couple times with no result they've even sent out two techs who keep telling me the line is fine, even though two weeks ago my phone line went out for four days before they fixed something on their side. I've seen posts on other forums saying that SBC users were defaulted to the slowest speeds when they signed up for yet another year long contract now that they have the new Express and Pro speeds. Is this true? Help?? Its soooo slow.
