Help Tweaking XP

A friend just got XP installed and asked me to tweak it for him. I lost track of the site that tells you what can be shut down in the background. Haven't quite mastered the new control>alt>delete (still using mellinium) Is it still explorer and system tools? Sorry if this isn't making a lot of sense. I need to install software and want to shut down background programs also.

Removal of software...Norton antivirus & Registry Mechanic

I'm running Window XP Profession, with ISP AOL 9.0, 512 meg of ram, Cable Modem with a linksey router.

My problems are, I can't delete Norton Antivirus and Registry Mechanic. Using the add and remove progran in the control panel. The system will not allow me to delete Norton Antiviris. Trying to remove Registry Mechanics, the system inform me that they cannot find the file. I see the file in the control panel, desktop and the porogram file. Please help
