Help Please

I am having issues with audio adjustment bars and program bars, they start at the top and roll down to the bottom of the side panel. I really do not know what they are called. I am so frustrated all I want to know is how to fix this. I have tried two system restores and still have this problem. Could someone tell me what I need to do to fix this please.

Can you post a picture on your favorite photo sharing site? A screen print converted to jpg (in MS Paint) would be fine. At the moment, you don't know how they are called and we don't know how they look. That makes understanding your problem nearly impossible.

Also please tell your OS (Windows XP, Vista, 7, 8)? And what's a "side panel"? Maybe the picture will show that.
