If you don't have a graphics program, you can use MSPaint. Just open the picture in Paint, then click on Image, Stretch/Skew.
Then select a number for percent, like 200, for Horizontal and Vertical. This should double the size of your picture.
Try other percentages, but keep in mind, most pictures don't hold up well when enlarging.

I seem to recall having blocked plugins at some time earlier because of potential vulnerabilities (might have been a Steve Gibson but don't quote me cos I can't remember).

Therefore,

1) if I download IrfanView (which looks great), is this enough, or,

2) do I need Plugins also (which I might need to "unblock" depending on what I did before)?

...on exactly what you need it for. For most picture viewing, sizing, and editing, it will stand alone without the plug-ins.

That's how I use it.

A couple of plugins are pretty straight forward. I can only vouch for one, the email etc. plugin.
The Filter Factory plugins are very convoluted. Have to download the files, then download a converter for them. Then of course convert the files to the proper 8BF format. This can take a bit of time, but if you enjoy adding effects to pictures, may be worth it.
