We're going to need a lot more information to give anything other than general advice. Things like the operating system, the make and model of the computer, laptop or desktop, other signs that you may be seeing that are causing a problem, and anything that you've already tried to fix the problem..
In the meantime, because I've not seen any .dll file by that name and a Google search doesn't easily bring up anything either, it's possible the problem is cause by malware.. So, please download, install, update, then run full system scans with BOTH of the free malware removal tools below:

SUPERAntispyware Removal Tool
