Have you updated the BIOS to version A12? This contains code to modify the fan control.
Might try to update the video to the latest from Nvidia (not from Dell). Their updated drivers work well on the M1530.
If this doesn't help, the video is probably going bad. I thought I escaped the problem after 3 1/2 years, but mine failed last year. The repair is expensive. I think Dell does it now for about $300.
