Help needed upgrading gaming PC

INTRODUCTION:
Hi, I am looking for some help upgrading my gaming computer.
The reason for this is due to its dodgy behavior the last few months.
This has been more noticeable when running Steam and online games.
I have tried several things to adjust and fix this;
-purchasing more RAM
-getting a brand new 1T SSD
-running stress tests
-heavy virus and malware scans.
It has helped somewhat, but I am still experiencing random freezes and lockups.
I have therefore decided to resort to my last option, which is to upgrade and replace parts.

WHAT I NEED HELP WITH:
I need help figuring out what parts I need renewed and what I can keep.
I also need to know what parts are compatible with each other, and if anything I currently have can work with newer models.
I am in other words very much in need of help here Silly

WHAT I THINK I NEED:
I recon I would need a new GPU and PSU. I am somewhat positive my PSU doesn't provide enough power to my components when I am running heavy programs and games.
I also think I would need a new CPU... and possibly a MOBO?
Don't quote me on this, but I recon if I am gonna get some of it renewed, I might as well get the rest for maximum performance and durability?

WHAT I ALREADY HAVE:
Storage is covered (2xSSD).
Two brand new RAM sticks (2x8GB). Would you suggest getting 8 more?
I have fans and a CPU cooler, not sure if I should replace these or keep them?

1. 12GB RAM. That's likely to have mixed RAM. This can result in odd, hard to trace BSODs. If no BSODs then no need to upgrade and no reason to fix.

2. I see DVD/CD EMULATIONS. Dump that.

3. JAVA. Uninstall if not used. Update to 171 (latest today) if you keep it.

4. Power Profile. Disable the HDD turn off. You have no HDDs.

5. DriverBooster. Nice way to tank a PC. Uninstall, use the drivers you find work best and stop updating drivers without good cause.

6. Hard to ID your GPU. Maybe the ATI 7970?

If so it's an OK but older card and folk are COMPLAINING about old cards getting lower scores and FPS than you would expect. I won't go into depth here because I can't tell what GPU you have but watch this: https://www.youtube.com/watch?v=GBkGu4Wd7vg&feature=youtu.be It's long but dives into how older cards start to get worse and worse with new games.

7. YOU HAVE DUAL DISPLAYS. On what looks like an older card. May be time to run this on a single display.

What you want.

Psu......700w+ single rail.

Ram.....2x8GB @ 1333.

Remove the ram you have and fit the new ram in the proper slots for dual channel.

Then you test.

When your in the machine to change these parts use some compressed air to give things a cleaning.
