Windows was simply not designed for this kind of fine grained security, and so what you want to do is largely impossible.
Your best bet would be to use ActiveDirectory if you want to continue using Windows. I can't say for sure if even it would permit you to do what you want, but if it can't, then you're completely out of luck on Windows.
Also, you really shouldn't use Outlook Express. It is the Internet Explorer of email clients, just like it's big brother Outlook. Very prone to mass mailing email worms, viruses, spam, etc. Out of the dozens of other email clients that aren't Outlook or Outlook Express, pretty much any one you pick would be considerably safer. Plenty of good ones are even free, like Mozilla Thunderbird, and I think Pegasus Mail is still around.

i have Windows XP intalled with Sp2 , can any one help me to find out about the security rule that i want to impliment but fails
that is
NO 1 , A user have no rite to use any Device such as CD ROM Floopy disk usb disk
BUT
No 2 A user can download mail useing OUT LOOK EXPRESS
Now what i do for my Rule
i create A seprate user Account and other Power User Account and
implemt rules LOCAL Security Policies i have sucess full to lock my devices for user and power user but when i use my OUTLOOK Express
then unable to download any mail
but when i add that Member in Admin Group then same account successfully download the mails so kindly help me to make a rule so i can successfully lock my devices but able to download the mails from outlook express
