Have you checked the registry entry mentioned at the link below?:
Have you checked to see if there is still a Windows "installer" listing in the registry location below? Access the path below, check through the key folders with long numbers and see if there are any with the Scanjet software listed. If you find one, delete the specific numbered folder/key. (MAKE SURE TO BACK UP THE REGISTRY BEFORE MAKING CHANGES.):

I had recently purchased the HP Scanjet Scanner 3500c. I am running Windows 2000 Professional and the initial installation of the HP scanner software was on E: drive. My computer crashed and I no longer have access to the E: drive. I then reformatted my E: drive. Now, when trying to reinstall the software, I receive an error "The system administrator has set policies to prevent this installation."
I am the system administrator and am not running on a network. Uninstalled the HP software via the Add/Remove Programs component of the Control Panel and everything seemed ok. When trying to reinstall the software, however, in ANY drive (ie. C:\, D:\, etc.), the above error was received again, and again, and again. Would appreciate any assistance (work around) in installing the HP software for my scanner on my computer. Thank you.
