HELP! Need help as to what's wrong in booting up laptop

Just received my brand new Dell Inspiron Laptop with Windows 8.1. As directed by the "less than adequate" instructions (instruction 1), I plugged in the power cable and switched on the power button. IMMEDIATELY, I was met with a screen that looked like something had crashed into my monitor's screen, with most of the 'visual' being in the right upper 1/4 of the screen. Never seen anything like it. The screen remained and the computer did not even start to boot up. I gave it a hard shutdown and restarted and the same thing. I tried several more times and to no avail - same screen with not activity to boot up. Can anyone help me with any kind of explanation for this. I am thinking 'DEFECTIVE' Computer??? Any advice would be kindly appreciated.

Either way, Bob's suggestion of making Dell figure it out and fix it is the best one. Doesn't matter if it's a bum charger or something else. It's essentially a DOA unit so Dell should replace it under warranty without any complaint.

Yes, they can arrive broken.

It's not possible to deliver 100% working units. Also, since it is new, you need to talk to Dell first. Why risk taking anyone's advice and voiding your warranty?

Something I didn't add was that the computer came with no 'Windows Product Key number, either in the box nor on the laptop. Is this normal? Did they somehow stop using 'Product Keys' after Windows 7? Thanks again for your kind response.

That's something to check with Dell and Microsoft.

However OEM versions are pre-activated and no need for such a key. And our latest Windows 8.x laptops at the shop have no sticker or key. I recall that with UEFI and in the never ending search to lower costs, this sticker got burned.
