If reloading the OS fails to correct this you look at replacing parts until it works right.

Although my Dell desktop is about three years old, it has been used for less than 30 hours. I used a different laptop most of the time.
Back in March, lightning struck my house and fried a lot of stuff, including my modem and everything plugged into it. My Dell developed two problems, so I left it alone since then. Problem #1 is that it would not connect to the internet when wired up to my new modem. I just bypassed the problem with the use of a wireless USB adapter instead. It works (through the wireless adapter only). As far as I am concerned, it's fixed. So on to problem #2.
Problem #2 is that my computer won't shut down, or at least it appears to shut down for 2-3 seconds before starting back up again. This problem happened when the lightning struck too. I have three methods that I know of to shut this thing down, and they all do the same thing. The button looks and feels fully operational. I think something else was cooked with the lightning strike. Any ideas? Why would it shut down and restart 2-3 seconds later. If I unplug the computer power cable during that 2-3 second interval, and then plug it back in, the computer will stay off until I intentionally turn the computer on by pressing the power button. Any ideas?
