HELP ME! Strange LAN/Internet Problem

I first noticed this when I tried to transfer a file over my small home LAN about a week ago. The issue became a problem 2 days ago when I tried to download a file over a cable connection. I have been trying to fix it since then. The problem is I get insanely slow speeds when downloading files over my network or downloading through my A7N8X Deluxe's onboard NICs. Over the network, it took roughly two minutes to transfer a 200k file. Trying to d/l from the internet, it would start at 18k/s and decrease rapidly to 1k/s while the other computers on the network were downloading from the exact url at 250k/s-300k/s. I'm completely stumped. Here are things I have tried:

-Reinstalling nForce drivers w/ Asus 1.16, nVidia 2.45, and new nVidia 3.13s
-Tried antivirus software and Spybot (a program to get rid of spyware)
-Reinstalling 3Com NIC drivers with the diagnostic program. With the diagnostic program, it was unable to complete the "Network Test"
-Tried switching LAN ports...both nVidia and 3Com NICs did the same
-Disabled all firewalls
-Uninstalled my existing Service Pack 1 (didn't change anything) then reinstalled Service Pack 1
-Tried transferring files in safe mode-same results

The fact that it did the same thing in safe mode rules out that it could be a virus or spy ware, right? I don't know exactly when this happened, but I haven't changed anything significant in my computer in the past few months. Note that this did work flawlessly for months prior to this and the last time I know it worked for sure was probably 3 weeks ago. I'm completely baffled on this one and was hoping somebody would catch something I overlooked or fixed a problem similar to this before. Thanks.

Actually, this may be worth another post, but my System Restore isn't working either. I have tried to, but there are no restore points to roll-back to. I don't know if these problems are in any way related, but... I don't know what to do other than reformat and I don't even know if that would work. I think I may put in a working NIC tonight to see if I get any different results.

See if this registry tweak will speed up yout network:
1. Open up regedit.
2. Navigate to HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/Current Version/Explorer/RemoteComputer/NameSpace.
3. Find a key named {D6277990-4C6A-11CF-8D87-00AA0060F5BF}.
4. Right click on it and delete it.
5. Restart

For your other problem with system restore you can try running System File Checker failing which do a repair of System Restore.

Repair System Restore
1. Insert the XP CD in the CD-ROM drive.
2. Start | Run (type the following):
rundll32.exe advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf
3. Press OK.

I've already done that registry tweak. I'll try the fix for System Restore and do that tonight. I don't know if this is related or not, but my Windows Automatic Update is also not functioning even when the service is enabled and running. Any connection?
