Help me polish up a ****? 3 options.

Okay so i i'm on a budget of 500 or lower to get something stronger than my xbonejuan,
i need help deciding the CPU,
1. M32AD INTEL CORE I5 4460S 2.9GHZ-3.3TURBO
2.OPTIPLEX 990MT CORE i7 2600 3.4GHZ-3.9Turbo
3. M32CD INTEL CORE I5 6400 2.7GHZ-3.4 TURBO

I will be putting in a gtx 960 2gb, i know some games i won't be able to play at max settings due to 2gb gpu limit but i also need recommendations for a good brand PSU.
Any help is greatly appreciated. Thanks.

that laptop is tempting! But i was looking towards a desktop tower pc, but wow that laptop has a lot of what i wanted, including the more powerful i7-6,000 series..... i'll have to consider it anyways

The laptop came with a HDD but for 120 bucks we snagged a 500GB SSD. The machine boots a lot faster and it was a cheap upgrade. His prior ROG was this one.

That one still works fine, has the same SSD upgrade and why the change?
Metal Gear Solid 5 uses DX12 which the 2010 laptop didn't have a driver update for.

The old laptop did get 2 new keyboards as he wore them out. Changing them was about a 10 minute job.
