How do you mean "no drivers loading"? To be able to tell windows to do a system restore you need the keyboard driver and the video driver at least. So these were running.

System restore often works, and sometimes it doesn't. Some antivirus programs are very good in blocking it. You can't rely on system restore only, if something goes wrong. An image backup or being prepared to go back to factory conditions are essential for a good management of your PC.

What system is "this system"? And what exactly does it say?

- You didn't tell WHY you tried system restore. Probably not because it didn't work. Maybe you had some problem you forgot to tell us about?
- There's no antivirus running, so to see. Don't you have any?
- What details does the application event log tell?

- Nothing wrong with a gray taskbar, as long as it shows all icons. Mine here is gray also.
- What are "internet drivers" and how did you see they were not working?
- All that stopped services look very bad. And it seems to be the reason that system restore doesn't work either.

Things to try:
1. A new Windows account.
2. Antivirus CD (many free ones available)

If no luck (and that's a likely outcome) go back to factory conditions from your recovery disks or partition. If you have files that you want to keep and that aren't on a backup, better save those on a USB-stick of external hard disk after booting from a Linux disk or stick before reinstalling Windows.
