HELP! Jumping Desktop

I don't know why this happens every now and then. One minute it's in good shape, then it just jumps like this. It's very irritating and it gives me a headache. I don't really know what I'm doing wrong, I've used CCleaner, ran the antivirus, restarted it and all and it still does this.

I'm on Windows 7 and I'm using an HP Pavilion. Any advice would be greatly appreciated!

The screen..

The screen refresh rate is set to 60 Hertz. I changed my screen resolution from 1280x800 to 1280x768. I'll test if it will still flicker.
