[Help] Internet very slow on only one computer

Hi everyone, I need help to fix my mom pc.

She brought it used, and ask me to installed everything.
I re-installed windows, because it had Windows 7 64 bits, and only 2gb ram. So I installed a 32 bit version.

After installing all the drivers and stuff, I realize it had a very slow internet connection. It is connected to the same internet that my pc where internet works fine, but in his pc it go like 10 times slower.

His pc is using a wifi card, I asume the ethernet connection was broken because I wasnt able to make it work even after reset bios and everything.

I try using the wifi adapter of my pc, but still the same internet speed. I dont know what it can be....

I know it cannot be the internet, because it work fine in the other pcs/mobile/tablets on the house
I think it cannot be the wifi card, because I test with my own wifi adapter which works fine, and got the same speed
I just reinstalled windows, so I dont think it can be some kind of malware

I run out of ideas.... Any advice could help.

His PC spec:
AMD Athlon II x2 250 ~3.00ghz
HDD: 300gb
Integrated Video: GeForce 6150 nForce 430
RAM: 2gb

The Motherboard I dont know which it is, in everest it said "Unknow" in identifi it said something very large about "Athlon 64 Foxconn MSP" mixed with a lot of letters and numbers

It's a slug. Even with a SSD it's a slug. You can try Linux but installing a 64 bit OS actually was better than the 32 bit version.

I can't recall the second laptop model with the Athlon x2 but it has 3GB RAM and both are slugs (slow!)

To eek out the remaining life both got a cheap SSD and max RAM. Windows 7, 10 32, 64 bit didn't really matter. All could be unacceptable to today's users. But they work so they live on for now.

Remember I take it you know about post Windows install work. While I know, I don't know your PC. So while I can write about it in general, I can't be specific.

That is, BIOS and drivers must be current.

That was my last hope, I have no damn idea why this pc connect to internet x10 times slower

I installed Windows 7 64bits, and I also instaled a ethernet card, so I was able to test its speed using cable, but still the same results.

The weird thing, is that always have the same speed. is always 40 - 45. Is not like it have some kind of lag, is more like the pc itself has some kind of speed limitation for internet.... T.T

The two Athlon x2 machines we have are just slow. We gained some speed by moving to SSD but they remain what they are.

If speed tests over Ethernet are slow, then you are confirming what I see here.

If they were cars, they would be slower than a Yugo.

Where did these drivers you installed come from?
Anything show in device manager with a flag?

If you don't know what the mobo is it's going to be a little tough to see if there are updates.
Does this machine have a make and model?
