help installing microsoft office 2007

I keep getting this message while trying to install this program

error 1913. setup cannot update file C:\WINDOWS\win.ini.
Verify that the file exists in your system and that you have permission to update it
what do i need to do

Microsoft says

From what I found, Microsoft says it is a permissions problem.
Make sure that you have administrator rights.
You might also need to modify some sharing folder (what I read did not define it further) so that "Everyone" has modify permissions.
(You might change the rights for all folders on your PC if this is a computer that you alone use. Not the best solution, but a way.)

What version? What is OS? Is this a new load from disk or are you trying to initiate the trial version on a new computer?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
