Help! I've inherited a public webcam!!

It's a long story, but I have just been handed responsibility for a commercial-grade webcam, installed on the outside of a building and intended to show activity along the street in town. But the people never got around to hooking it up to anything, so now I am asking for pointers to information on how to proceed, such as ...
1. Software package to control the device remotely - frame rate (it is full-motion capable, and is not steerable), where to save the images, etc
2. Software to create a web page to display the live images, and possibly to add a commercial frame or crawl around the screen (we do have an existing URL that can be used)
3. Any other generic hints and tips on how to proceed

Any guidance you can give me will be greatly appreciated.

might come with commercial grade software and commercial grade support. Why not use that to start with?

I have not yet been able to find any manuals or software ... but I will attempt to locate a supplier website ...
