I see no sign of an IRQ issue. However the DMA could be low to none.

Try the old DMA FLIP for XP at

Keep in mind that the drivers and the writing software for years thought they had 100% of the CPU's attention. So CPU LOAD is no sign there is an issue. In fact your post is far too light on all the gritty details.

I wonder how many years you have been using a PC.
