Help finding video card for HDMI input to PC with DVI out

Thank you in advance for any help you may provide.

I have an HP a1540n running XP SP3 dedicated to offline work. I'm going to start transferring home videos to PC, but need help finding a video card with my required specs or other suggestions not involving USB video transfer devices.

I need to find a video card that has both HDMI input (my VCR has HDMI out) and HDMI out for my monitor, as there is only one PCI express slot on the motherboard currently occupied by a 512MB video card.

That's no video card.

That's a capture card. The only card I know of with HDMI input is by Black Magic.

https://www.google.com/#q=black+magic+hdmi+capture+devices shows such to be in the 200 and up dollar range and the first two I looked at have no XP support.

Let's hear what media the video is on since there may be better, cheaper alternatives.

Personally I would rather use a dvd recorder like this;
