Help - Design a wireless network for 25-35 users

Hello, I need help.

I have a 40Mbps ADSL line and I need to distribute WIFI with 3 routers like as the photo at the end of this post.

Sometimes all users are connected at the same time (usually at night) and I think I will limit their bandwidth eg: 300-500Kbps per user

My budget is between $100-$150 (could be more) to buy the equipment .
What routers you recommend me that it would be enough for the demand?

3 of these routers will be enough?

It is noteworthy that for the areas where the signal is very poor I will install wireless range extenders.

I went with this one but you'll have to read the manual on bandwidth limits. I know my new model does this but you'll have to grasp the manual as no one I know will warrant you'll get what you want. While my model blows your budget maybe you'll have to start with one then add others as you can?

On second thought, look at the C9 model.

It has a dual core CPU and more so all those connections won't swamp the routers. Mine is the older model and maybe I should swap it out.
