They are earning their ban.

When your common Windows PC won't start in ANY mode then the OS is very damaged. In the past we used to suggest repair installs and more but I'm finding that most machines (you didn't give make or model) can't do that since it's some OEM install.

Here's how I fix such. I install a new drive, then use the restore CDs. Now I add the old drive in so the owner can copy their files over onto the new drive.
