They are earning their ban.
When your common Windows PC won't start in ANY mode then the OS is very damaged. In the past we used to suggest repair installs and more but I'm finding that most machines (you didn't give make or model) can't do that since it's some OEM install.
Here's how I fix such. I install a new drive, then use the restore CDs. Now I add the old drive in so the owner can copy their files over onto the new drive.
I am having problems with my computer, it won't start up completely anymore. As soon as I turn it on and the window loading screen comes up, the bar loads for about a bar and a half and then stops, a screen comes up asking me to choose if i want to start it in safety mode or windows xp, no matter what I choose the next screen is always the windows loading screen, which does the same thing with loading about a bar and a half and then brings me back to the menu where I can choose what mode.
Can anyone help me? What started this? How can I fix it?
