Help can run xp properly because of uxtheme.dll

Dear cnet members,

Hi! im dem a high school student. Plz help me, im having difficulties on running windows xp. when i try to start up my pc there is an error saying that "This appilication has failed to start because uxtheme.dll was not found. re-installing the appilication may fix this problem." what does that mean? im not really an expert on computer so i badly need your help! I try to run the system restore but nothing happend, because of this uxtheme.dll. Actually i run programs through task manager thats why i can still connect through the net and ask some urgent help concerning my xp problems.
Plz tell me how can i fix this?
Do i need to reinstall windows xp?
I want to try the desperate move by reinstalling windows xp but i dont what this to happen so I need help here...

im using xp profesional service pack 2

yup my problems solved, actually when im asking some help here, im searching on google on how to troubleshoot it and the problem was caused after i unistalled topthemesxp. now my pc is back to normal! Silly

Like Wayne said, uxtheme.dll is associated with theming, and the absence or corruption of the file will cause Windows to start scratching its head when it comes to displaying the current theme. The most common cause is a faulty replacement or modification of the file in order to handle third-party themes. Have you done anything like this lately? Regardless, pop in your Windows CD then go Start->Run and type in sfc /scannow (with the space). That will check all Windows system files and replace any that are missing or corrupt.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
