I believe many people are not answering your post because they really can't recommend a digital camera that includes what you want for the price you indicate.

Digital cameras can do video, but they treat video as a step-child.
They only added video because it was simple and cheap to add to a digital camera.

Camcorders work much the same way.
They can take still photos but treat them as a step-child.

If your main interest is video, you should be looking at a camcorder.

Most digital cameras will not let you zoom while recording because you can hear the zoom motor through the microphones. Most digital cameras will not auto-focus while something is moving toward/away from the camera.
Audio is very primitive because they use inexpensive microphones and have a simple auto gain control circuit.
Generally, the video itself is good and acceptable.

A few digital cameras have made improvement to video and have overcome most of the problems I mentioned.
But those cameras cost much more than $200.

If you want to do any type of video that can be called serious video, you should look for a camcorder.
