my computer is a emachine windows xp i cannot get it to reboot, shut down all the way, go back to restore for a few days can someone please help me

Try safe mode.

Tried Shutting Down By...

...holding down the power button for 15 seconds? It should allow the computer to shut down.. You can then start it normally and see if the simple act of shutting it down allowed the machine to "fix" itself..

Or if your real issue is that the computer fails to restart in general, then start by performing a cleanup of the machine using the instructions in the link below. Eliminating unnecessary startup programs and services plus cleaning out the junk files should help it shut down better. It may take a while to perform all the procedures, but it should help.
