In Windows 10, in my pictures folder. You should see a small version of the picture. But instead all I see is a blue box, but no picture?

Check settings as Kees noted but Microsoft's thumbnail system can't handle some pictures and videos. This is why I'm writing this is a known limitation of Windows and this area. It may not be broken but just not working yet.

Example? Many RAW image files do this. That's not a bug but a limitation. There can be other image formats with this trouble as well.
