Helo with system restore and fixing my PC, please help

this is what I am running - Windows XP Professional

I need to do system restore but I cannot do it because I keep getting an error message saying this,

"System Restore is not able to protect your computer. Please restart your computer, and then run System Restore again"

I have tried restarting numerous times but it keeps saying the same error. I need to do this because of a few problems below which all started because my PC froze so I restarted it and thats all. THis is what is happening.

1. Task bar is not appearing, it is not hidden or anything, explorer.exe is running and everything so not sure.

2. I cannot click and drag ANY desktop icons and none work but I can still open applications.

3. I cannot even do simple things like copy and paste.

So if ANYONE has ANYTHING they can help me with I would GREATLY appreciate it.

If you also know of a way to re-install the OS while keeping ALL my files that would work also.

With XP running, insert the XP CD. It'll auto run, then choose install XP. It'll overlay, repairing and replacing damaged or missing XP files but all your other "stuff" will remain. Including spyware, viruses, Trojans, etc. that may be there. If your machine is clean you'll be good to go.

I tried and about a little through it said file could not be found.
So I could choose from, Retry, Skip and Cancel. I tried retry but didnt work to I skiped then pc restarts and I just let it load and I have 2 options, load Windows XP Professional or load Windows XP Professional Setup which I clicked setup but then it got an error saying file could not be found, (I dont remember file but started with a x and was some random jumbles of stuff)

so any help
