HDTV - TIVO - FCC 2009 regulation

I was wondering about the signal types and the input types for TIVO. I know that the new dual tuners from TIVO can receive both one analog and one digital signals but how does that work with the new FCC ruling on TV signals for 2009? I'll be soon in the market for a new whole set up and I was wondering how it will all work together since the only thing I may keep around is my TIVO which has a lifetime membership! Just wondering if my TIVO will become useless or what?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
