HD Camcorder for under $1,000?

Hi!
So I would like to buy a camcorder, and I have a budget of $1,000 the lower the price the better. Remember that I do shoulder mount accessories etc, and I think those only come with DSLR...
Requirements:

24fps 1080p
60fps 1080p
(If possible) 120fps 720?
NOT TAPE
It's going to be off road racing footage... So please help me out!
