If you don't get a bios screen then forget about windows and work with the bios.
Start with just one monitor connected.

So I was having trouble getting a Toshiba 1TB external hard drive working and was looking around the internet from answers and found some steps that were related to going to device manager and it said "uninstall all USB's that you see" so I uninstalled the USB3.0 first and all of a sudden my keyboard and mouse turned off and then it said "computer must be restarted to completely uninstall device". I couldnt get it to turn off normally and my keyboard nor mouse were working so I unplugged it and plugged it back in and I saw my keyboard and mouse light up so I assumed everything was fine but for some reason now neither of my monitors are getting an input. They're both on sleep mode (one's a BenQ and the others a ViewSonic) and whenever I turn them on it says no input connected or no cable connected. I had this issue before after installing a graphics card a view months back but the problem then was because my BenQ monitor was set to the wrong input, this time it wasn't that as I checked all of them. I also looked up solution to my accidental uninstalling of my USB3.0 but can't use any of them because all of them require me going into safe mode or the boot menu but I straight up can't because I can't even see my screens. I have no idea whats going on and am frustrated beyond extreme belief so if anyone has any idea on how to solve this or even a suggestion I am open to anything as I use this computer a lot for work, games, etc.
