When my cable modem was installed the cable installer person had another laptop with them to check and adjust power if need be. I asked about this and he said it's only available to the cable company installers. So if you think it's a cable side issue they get to deal with it.
Yes your ISP has no clue. But that may be something the installer takes care of and not the folk on the support lines.
They have a Cable modem, which feeds into a MoCA adapter, which then runs into a NetGear router. I wasn't able to look at the router settings due to her dad forgetting the admin password he set to it, however I think I have found the problem, with no clue how to fix it.
I was able to look at the webpage for the Modem and it looks like a huge mess, however I'm not sure what'e causing it or how to solve it, as it's not as simple as unplugging/replugging it in..
They're having good wifi speeds, occassional drops, and massive packet loss.

I'm almost certain that the power levels are causing it, but I don't know how to fix it myself and when explained to the ISP over the phone, they have no clue either.
Any help would be appreciated.
