My wife worked on projects that included references to Open Skies.

One of my trips had me nervous as Fukushima had the flights taking a wider Northern route and "say, we're over Russia" to my fellow traveler. Open Skies is important.

and they don't fly unescorted and must file some sort of flight plan. It's a reciprocal agreement so we go there too.

I hadn't known of it. What I find interesting is that [as it were] each country holds a gun to the other's head and says, 'Now, this gun is unloaded. Just checking.' After that happens a couple of times with no "BANG!" the relationship would be more relaxed. And I suppose the "unarmed" bit is taken on trust.
So, why not ... Oh, never mind.
