Hardware performance difference

Hello! I have a DELL at the office with P4 2.6GHz, 512MB ram, 40GB hardisk and a CDrom reader. I also have my own desktop at home using unbranded P4 2.4GHz 800MHz FSB, 512MB ram, 64MB AGP 8x, 40GB hardisk and cdrom reader also.
My question is, whenever I try to play Civilization 3 Play the World on both computers my DELL CPU usage goes to 99% utilization but my Home computer only reaches max 50% utilized. I cannot compare the game speed on both computers. I only notice that whenever I try to change between applications whenever the game is playing or the computer opponent are moving, the video response is faster for the DELL be very slow on the unbranded one.
What could be the reason for the CPU utilization difference and does it affect game computation speed? I feel that my Dell works faster than the unbranded one at the office.
Is there anything I can do to speed up game play for Civ 3?

The Dell was likely installed with all the needed drivers. Most OS installers (people) are unaware of the need for latest motherboard and other drivers. Some never heard of motherboard drivers. Even more think the Microsof "Driver Update" button actually works.

First off i'm going to guess the Dell is using a Pentium 4 with a 533 FSB, which is going to provide a slower interface to the system over the 800 FSB chip (and i'm guessing the 800 FSB chip is HT equpped, while the 2.6 is not)

secondly, the Dell is using integrated graphics, which means the CPU is doing both the graphics and main processing, while the second PC has some form of AGP card

Thanks for reminding me to check my driver updates. My P4 is HT while the Dell is not and my Dell at the office is always up to date with the latest drivers.

Is there a tool I can use to check if my drivers are out of date and needs updating?
