Usually a failing HDD. But the lack of safe mode points to a blown OS. Since it's new we don't have any files to save so I'd just start over.
1. I'd have my W10 install and repair USB stick ready. If I don't have one I make it now. Google "Microsoft media creation kit W10."
2. Now I can blank the drive by deleting partitions. I can do this so many ways but with my W10 install USB stick I can boot that and use Microsoft's select partition screen to click, delete them all. Once blank I can let W10 install.
3. Install the drivers and apps required by your PC and test.

I recently purchased a new computer from Facebook, complete with a i7 processor and a half decent graphics card and 500gb storage, I installed all the software I needed, when it asked me to install updates, I downloaded all the updates and tried restarting the computer, which is where the problem began, the computer will now not restart in safe mode, at the point it asks me how I would like to restart the keyboard becomes unresponsive, I have tried an image recovery, and restoring it to a previous state, I have a strong feeling that the problem is the hard drive due to the fact when starting the computer normally, the computer reads the DMI pool data shows the windows icon, and then shows the wheel, after that point though I just get a blank screen, please let me know your thoughts below, any advice would be much appreciated, thanks.
