Since item 2 is so well discussed I'll write no and move on.
About item 1. Why spend much to find out? I carry this cable -> http://www.geeks.com/details.asp?InvtId=2020 in my PC emergency bag and for 13 bucks you can answer your question.
You can shop around for that cable, it's at many places.

Hi guys,
I recently had a problem with my Seagate 2TB external hard drive. Turns out they dont respnd well when you plug in an 18V power supply into a unit run off 12V.
Anywho, I took it to a data retrieval company who told me that the drive itself was fine but the PCB was damaged and needed to be replaced. For the guy to do this would cost $350 which I will happily pay, if needed. I would be able to get the info off my HD and then would not be able to re-use it because it wouldn't have that protection again. I could use it as safety drive so to speak.
But I just wanted to ask a few questions before doing the above:
1. If possible, would I be able to take the drive out of the original Seagate case and just put it into a external case which is about $300 cheaper?
2. I have a second Seagate 500GB HD that I dont use anymore, would the PCB off that be able to replace the one on the 2TB?
Any other ideas or suggestions would be greatly aprecciated.
Thanks in advance
Brodie =)
