hard disk security and access

I want to get files off an old hard drive of an XP-run emachine that I just put into my brand new emachine (T3516 also running Windows XP). Two related problems:

1) for both hard drives, the new and the old, I can't get to the Security Tab under Properties.

2) for the old hard drive, the following message shows: "SYSTEM RESTORE Recovery Partition Warning!This area of your hard disk
(or partition) contains files used
for your system recovery. Do not delete or alter these files. Any change to this partition could
prevent any recovery later." a software called PC Angel gives the message.

(Does emachines disable the Security tab for the brand new hard drive as well as the old hard drive?)

If I can't see the Security tab under properties, what next?

Uncheck Simple File Sharing to get the tab to show.

perfect. Safe mode in XP allows the security tab on the new drive.

(for the old hard drive, there's no security tab at all:

On XP HOME, Restarting In Safe Mode...

..will also allow the "Security tab" to appear.
